國家早前宣布，向非中國籍的香港永久居民簽發《港澳居民來往內地通行證（非中國籍）》（通行證），以提升他們在內地口岸的通關便利，有助他們前往內地洽談商務、旅遊及探親等。九龍城民政處即時聯同九龍城區議會及地區團體合辦活動，向少數族裔人士講解申請流程，並協助他們辦理申請手續。
九龍城區議員利哲宏博士歡迎國家的安排，措施不僅便利少數族群或其他非中國籍人士回內地，亦令他們感受到自己是國家的一部分。很多少數族裔朋友都表示辦事處職員很幫得上忙，期待快點拿到通行證，與朋友家人一起回內地旅遊。
The Central Government recently announced that non-Chinese Hong Kong permanent residents would be eligible for “Mainland Travel Permits for Hong Kong and Macao Residents (non-Chinese Citizens)”. The policy aims at enhancing convenience of clearance at control points of the Mainland, and facilitating non-Chinese Hong Kong permanent residents to visit Mainland for business, travelling, and visiting relatives. The Kowloon City District Office, together with Kowloon City District Council and local organization, held an event timely to explain to the ethnic minorities the application procedures, and to help them step-by-step for application submissions.
Dr Rizwan Ullah, Kowloon City DC Member, welcomed Central Government’s arrangement. The arrangement not only makes it convenient for the minority groups, or other non-Chinese nationals to return to the Mainland, but also make them feel like a part of the Country. Many ethnic minorities mentioned that the staff there were very helpful. They expected to receive the Mainland Travel Permits really soon, so that they could travel and explore China with friends and families.
